– Mr. Cemil, now, when Crimea was annexed by the Russians, where your family lives?

– In Bakhchisarai. I live there my wife and son.

– How often do you see them and how to keep in touch?

– My wife – no, for it is fundamentally, and daughter also did not get, so it is fired from his job at the Tauride University. But the vast majority of Crimean residents still have to get these passports, because without them there to live virtually impossible – not to seek medical help, or get a job, or to issue the property nor any bureaucratic issues can not be solved without Russian documents.

– Everything they say that in the Crimea is now reigns atmosphere of fear, a feeling of complete vulnerability to tyranny. Even on holidays, at weddings do not have the joy that was before. People are afraid to talk to each other. The social position of the people, with the exception of the military, police and government officials, also deteriorated significantly – reducing wages, reducing purchasing power, high cost, long queues in hospitals, etc. And angry, too, is strictly prohibited, it is only necessary to express joy over the “return” of the Crimea to Russia.

– Even among the Crimean Tatars are afraid to be frank?

– there was a lot of snitches. Yes, and listening devices around them stuffed.

– The Russian authorities are blackmailing you your son. What do they offer you?

– Once in August last year, one of the advisers of the Russian president was Kiev and said that Vladimir Vladimirovich wanted to talk back to me, I said that we can only meet in Kiev, because I was denied entry to Russia. I replied that if I would agree to a meeting, then, depending on what the results will be achieved on it, my son the next day will be at home, and I can safely travel to the Crimea. To this I said to him: “That is Vladimir Vladimirovich is holding my son hostage So he’s a terrorist You tell him that we do not conduct negotiations with terrorists?”.

After it went my statement to the press, he called me and complained that I was about the confidentiality clause told the media. And I say, “So you do not make me indecent proposals”. Now this advisor, apparently for something that does not cope with the task, it is very far distant from Putin.

– What fate awaits Now your son?

– He was sentenced to five years in prison for manslaughter. By all the laws, including the Russian, he should be handed over to Ukraine, because the event took place in the territory of Ukraine, and the victim, and my son, too, are the Ukrainian citizens. My son’s lawyer in court talking about the illegality and illegitimacy of such actions. There is also a decision of the European Court of Human Rights that he be extradited, but Russia is not considered with the verdict and did not even respond to our Ministry of Foreign Affairs requests.

My wife also gave readings there. The court, by the way, took place in Krasnodar, Krasnodar, and in addition the prosecutor at the trial was attended by 2 Prosecutor of Crimea. They also asked some questions that my wife said, “I’m on the question of traitors who have violated the oath of his country, do not answer.”

But the jury – it is, in my opinion, one of those units that the Putin regime is not able to control. Both my wife and daughter said that by the jury to him felt some sympathy. When everything came out of the courtroom, one of the women, the jury wished them: “May God give you good luck!”

– Mustafa-aga, what, in your opinion, Ukraine should pursue a policy in relation to the occupied Crimea? And how do you assess the Law “On free economic zones”, according to which Crimea declared a territory?

– On the topic of the law, I have repeatedly talked with the President and the Prime Minister. This is absurd: the occupied territory are declared free economic zone. Yes, to maintain communication with the peninsula, to ensure movement of citizens need. But our power is all done vice versa – are all sorts of obstacles at the entrance and the entrance to the Crimea with Ukrainian passports of people, representatives of the Diaspora, and to carry loads kilometers of queues trucks that follow almost without any checks.

We even conducted an experiment: sent to a person abroad, he comes to customs with the question as to whether they help hold the wagon, not figuring out what cargo it carries. “$ 500, – says he – and another 500 will have to give the border guards.” As a result, a bargain for a total of $ 800. Without checking, pay – and take me what you want!

All this talk, they say, there live our fellow citizens, they can not be left without food – it is the purest nonsense, it does not care about the citizens, if 90% of imported products in the Crimea and then moves on to Russia. But even that, what remains is primarily for the supply of military units. The shops, of course, also is part.

Without doubt, the main supplier of products to the peninsula – it is Ukraine, and if we do not supply them, where prices rise sharply. Russia will have to diversify the supplies, delivering goods by aircraft and ferries, but they will cost several times more expensive. But we continue to carefully feed the invaders and protect the Russian treasury of additional costs.

– What you said the president of the law on SEZs?

– During our last conversation with him, I said that we will block these columns trucks and special no objection.

And the Cabinet is now drawn up a list of goods that can be passed and in what amount. Also planned to establish hubs in the Kherson region – ie, large markets, where the inhabitants of the Crimea will come to buy food.

– It will be convenient for residents of the Crimea, living close to the border with Kherson region. Others, perhaps, will be expensive to travel?

– They do not care it will cost is 2-2.5 times cheaper than buying products in the Crimea. There will be sold not only products, but also construction materials – cement, crushed stone, etc. for individual use, which are now imported from Ukraine in the Crimea as a free economic zone. But the large-scale importation of trucks these materials to the Crimea, which are used in the construction of landfills for Russian missile systems for nuclear base, which is now settling for Kyzyltash, should not be.

– Mustafa-aga, you Simferopol was a charity fund “Krim”. At the moment he was arrested by the Russian authorities?

– First, they said that the Fund can not function because its founder is a foreign national, that is me. they have made themselves a foreigner. Foundation staff compromised and expelled me from its composition, although the statute is not written that I am the founder, as it is based the decision of the National Congress (Kurultai), and members of his administration also appointed by decision of the National Congress, and I, as chairman of the Majlis, of course, was the president of the Foundation.

The Russian authorities, who came to the Crimea, blocked the activity of the Foundation, and all that belongs to the Fund, and therefore the Majlis – buildings, offices – were arrested.

Moreover, all these assets were purchased by us and is privately owned. For example, building on the street. Schmidt 2 in Simferopol, which is considered an architectural monument, was bought by us many years ago, 40 or 45 thousand. Dollars.

– Yes, the Russians in the Crimea does not cease to amaze. Mustafa-aga, you filed suit in Moscow’s Basmanny Court to invalidate the decision of the Federal Migration Service to ban the entry you in Crimea. Why Moscow court?

– The lawsuit filed in the Basmanny Court lawyer, Mark Feigin, which protects our Hope Savchenko. Moreover, not in the hope of obtaining a fair judgment on the abolition of the ban arrogant, but to at least find out – what authority and who is hated this decision.

After all, in our hands is not a single document, where it would say something about the ban. I have in the cordon with Crimea on April 19 last year, just read out the paper on which there was no signature, no seal. The lawsuit was to determine who still ruled the ban. In theory, it was supposed to make the Federal Migration Service, but they say they do not do that. Even information on the prohibition of entry I have on the website of the Military Prosecutor’s Office, but also without specifying who took this decision. There is only a kind of justification for the ban – say, represent a threat to the territorial integrity and security of Russia.

And there are even more voluminous document authorship Crimean prosecutor’s office, in which he explained what I bad person, are gleaned from the Internet “anti-Russian” quotes from my interviews and stuff.

So at the trial it became clear that a decision on me took out the Federal Security Service of the Russian Federation, even though it does not fit into the Russian legislation, because it is the prerogative of the Federal Service for Migration. But the document with the FSB, too, so no one has presented. Now we have moved to the next stage of the story, it will conclude that now Mark Feigin is preparing documents for the ECHR.

– And why you turned to Russian lawyer?

– To find out what and where it came from in this case, it is necessary in the territory of Russia. Who is going to file a lawsuit with the ECHR – I or Feigin – whether it is necessary that documents of all levels were collected in Russia. That’s it, Mark does.

– What do you think, whether Ukraine should demand compensation from Russia for the assets in the Crimea? And it will not look as if we sell the Crimea?

– Payment shall be required for damages, for all that they have destroyed, taken away. And it’s time to force this point through the international courts to bring lawsuits Russia, and since it will not pay, then seize the property of Russia abroad. We are late with this case, and “YUKOS” Mihaila Hodorkovskogo, for example, won a lawsuit against the US $ 50 billion and now slowly begins to take the Russian property in some countries. The litigation lasted a long time and this was not easy, but in the “Yukos’ former shareholders eventually won. And here the situation is more obvious than that there – there is a violation not only of the economic rights, and international.

– Mustafa-aga, the decree of President of Ukraine you are appointed by the Commissioner of the Crimean Tatar people. Tell me, how we internally displaced persons from the Crimea?

– Displaced we mainly engaged in charity Crimea-SOS and representative of the UN High Commissariat for Refugees Ukraine, who led Oldrich Andrusek.

– any cases of human rights violations you have fixed in the Crimea, both in terms of the Crimean Tatars, and the rest of the population. And how do you respond to them?

– We can not control everything, but now we already are building a network of correspondents all over the Crimea. This thing is very expensive and dangerous, because there is shadowing the Russian special services delivered at a high level. We collect information on the lines of the Mejlis also created their own network Crimean News Agency with the center in Kiev and ATR channel.

– What we have today in Ukraine there are programs, projects for the return of the Crimea under the jurisdiction of Ukraine?

– a detailed strategy for the return of the Crimea we do not have. But I expressed my opinion, it is that the military way of Crimea return is not possible, it was necessary to shoot at the beginning, and now, according to various estimates, the peninsula is concentrated from 60 to 80 thousand Russian troops, all dispersed weapons, tanks, missiles. There is also evidence that in Kyzyltash near Yalta restore the nuclear facilities and were seen cars, which have the symbol, a warning about nuclear dangers. But the “Topol”, “Iskander”, “SS-20”, which can carry nuclear weapons, there already is. And in the case of a military conflict, if, God forbid, it will explode even one nuclear warhead, it can be a disaster not only for the Crimea, the whole of Ukraine and Russia, but also for the whole of Europe. In a word,

I believe that the main strategy for the Crimea – sanctions. Therefore, the World Congress of Crimean Tatars, which discussed the issue of Crimea, addressed to the whole world and to the Turkish Government to join the sanctions.

The Russians, of course, very nervous about the Congress, they had set up in the Crimea its Sabbath forcibly assembled state employees, and on their behalf made an appeal to Erdogan that he would not allow the Congress. But Erdogan has not only ensured the smooth conduct of the Congress, but also addressed the delegates with the message, where he said that Turkey will never recognize the occupation and will always strive to restore the territorial integrity of Ukraine, called Crimean Tatars continue their struggle for the liberation of Crimea from the Russian occupation . Around the same vein were the treatment and the Prime Minister Ahmet Davutoglu, Minister of Foreign Affairs of Mevlüt Çavuşoğlu.

First, the Russian press gleefully reported that Erdogan “ignored”, did not come to our Congress. But he could not come, because these days, together with the Minister of Foreign Affairs visited Indonesia and Pakistan. The Prime Minister was not there in Ankara. But as soon as they returned to the country, then immediately and the prime minister and the president invited us to a meeting. After that, the tone of the Russian press has become a bilious and angry – both in relation to Erdogan, and in general to the international policy of Turkey.

– The Verkhovna Rada has a sectarian association “Crimea”. Who enters into it, and what do they do?

– No special results of work they do not have, and powers, in general, too, no no. MP Alexey Goncharenko suggested that I led the work of this association, but I refused, and then he himself became head of the group.

We’re talking about what we need to create in the Verkhovna Rada a separate Committee for Crimea and other occupied territories. This issue we will discuss in the near future with the Speaker of BP Vladimirom Groysmanom.

– And what in general there are international projects dealing with the problem of the Crimea?

– Who will be the return of the Crimea, if not ourselves? The international community is merely states that the annexation of the Crimea and the Russian invasion of the territory of Ukraine is illegal and does not recognize Crimea’s accession to Russia.

Penalties – it is their measure of influence on Russia. But the sanctions also affect the economies of those countries that have joined this list. For example, I was in Italy, where Berlusconi’s party and even some party “5 stars” comedian Beppe Grullo in favor of the abolition of the sanctions. This movement is in France. But thank God, these countries have not yet abolished the sanctions and unlikely to be canceled until the liberation of the Crimea, but the Russian secret services are working very hard in this respect – and bribe some politicians or organizations, snapping up even provincial newspapers in the European countries, to apply, as is the case with French delegation, traveling to the Crimea and meetings with the occupation authorities and then repeated their statements to the press that no one’s rights are not violated. Unfortunately, the corrupt and greedy for dirty money people everywhere suffice.

But independent international human rights organizations and the Russian authorities in Crimea is not allowed. Once allowed to enter the Turkish group of independent experts, apparently relying on their loyalty, as Turkey has not yet acceded to the sanctions. First was the question of how the delegation would be to get there: if in Moscow, it will be a violation of Ukrainian sovereignty, if in Kiev, then they were not allowed to Crimea. Then, in a conversation with Erdogan in Kyiv on March 20, I proposed a compromise, the delegation arrived in Kiev, and then went to Moscow and from there to Simferopol. Such an option all arranged, and our Ministry of Foreign Affairs also did not mind.

Following the visit to the Crimea a group of experts presented a report on 20 pages, which was a shock to the Russians, because it shows everything as it really is. After that no uncontrolled Russian mission to the Crimea is no longer allowed. We wish to operate through Russian human rights organizations, but they also create a lot of obstacles to their activities in the Crimea – and delay, and check. I am talking about Russian human rights defenders from the group of dissident hardening – Lyudmile Alekseevoy, for example.

– Mustafa-aga, tell us about your trip to Poland for the presentation of the Solidarity Award. You, as far as I know, offered other nominees for the award?

– The award was given to the daughter of Boris Nemtsov – Jeanne. I, as the first winner of this award, had the right to nominate, and the first name that came to mind then, of course, was Boris Nemtsov – a fearless fighter against the regime, against the occupation of the Crimea, and Russia’s war against Ukraine. Which, by the way, and he knew about it he said at a meeting with me in Kiev, that it was likely soon be killed. But the Polish Solidarity Prize as the Nobel not awarded posthumously. So I made the candidacy of Alexander Podrabinek, who fearlessly fought against the Soviet regime, he spent many years in prisons, camps and exile, and now as hard struggles with the Putin regime. I mentioned this in his speech at the ceremony in Warsaw Award on 6 August.

All nominated candidates were many, about 20 people of European, Asian and African countries, and all of them mentioned in a separate film, which was shown at the ceremony.

Out of all the nominations the jury chose Zhannu Nemtsovu – the daughter of Boris Nemtsov, a courageous and talented journalist who after the death of his father, too, was forced to leave Russia, and works on the radio “Deutsche Welle”. By the way, she said that a significant portion of the premium received will give the families of our “Heavenly hundred”, “Boris Nemtsov Fund” to continue his father’s business, the Crimean Tatar TV channel ATR-in-exile, which is the “bastion of freedom on the peninsula of speech and objective news about the situation” and other charitable projects in Ukraine.
