“This is a legacy of the regime of nineties.” About the situation in the Ukrainian colonies

The European Committee against Torture in its report said that the Ukrainian colonies of torture and ill-treatment of prisoners. It is stated in the report, the text of which is held by “Rain”.

In particular, the report states that the representatives of the Committee visited correctional colony number 25 and number 100 in the Kharkiv region, where the situation was “very worrying”. The delegation learned about cases of ill-treatment of detainees by guards and was “impressed by the general atmosphere of fear in both institutions, many prisoners refused to talk with the delegation.” According to the committee, the colonies are managed through a system of intimidation and violence, and ill-treatment is used there to maintain internal order. Among concluded as specified in the document has been a belief that any disobedience will immediately physically punished. The colony number 25 prisoners were beaten with batons, have put them in straitjackets and doused with water from a fire hose.
