He regretted that the concept of reforming the Ministry of Internal Affairs erased offer systemic changes on human rights and that these systemic changes are not discussed in society.

The human rights activist believes that law enforcement should be introduced electronic documentation, which will track the entire chain of criminal changes.

“The computer can not delete anything without leaving a trace. When any prosecutor as an auditor looks at the operative changes in any case, he has a question: “Why did you do it? On what basis? What else in the electronic database there are arguments for these changes “This is clearly the operative receive criminal charges?” – says human rights activist.

Introduction of electronic document staff training across the country would cost Ukraine about 18 million dollars.

“On the reform of the police patrol only $ 24 million was included from the outset. Then, when we started to do not patrol in 5 cities, and in almost all regional centers, distributed to 3.5 million. What we have now would have happened if we began to implement such system changes “, – says Oleg Martynenko.

He also believes that the Interior Ministry should get rid of those units that are not in fact the police and give them to relevant ministries.

Human rights activist reacted to the proposal to increase the time police administrative detention from 3 to 24 hours, when “a person is in a state of alcoholic, narcotic or other intoxication and can cause harm to themselves or others.”

“You just need to get to work in the courts duty judge. The police will not then assume the role of a fighter against crime. If the police bring home to rowdy duty judge at half past two nights, the judge may decide to 5 days of administrative arrest. This will be one of the systemic changes, which says that we have not only the other police, but also the court “, – says human rights activist.

“They can endlessly chasing grandmothers and deal with parking. But if there is no trade policy for these grandmothers and parking space, the Interior Ministry is bound to solve the social problems of police methods. The police will not solve them and will always be guilty, “- he adds.

Oleg Martinenko also indicates corruption component in the frame selection.

“That’s why we will never have the political will to change the system, because in this case the Minister of Internal Affairs will feel relaxed. He is not pinned to the wall. He does not have a stalemate. He trumps contrary weight in his hand, and he could dictate the will and the prime minister and the president, “- sums up the human rights activist.
