Senior lawyer on adaptation of Ukrainian legislation with EU fundamental rights law

NGO “Center for Civil Liberties” announces a vacancy for a Senior Lawyer on the adaptation of Ukrainian legislation to the EU fundamental rights law.
About us
The Center for Civil Liberties is a human rights organization that works to promote human rights, democracy and solidarity in Ukraine and the OSCE region to advance human dignity, and is a laureate of the Nobel Peace Prize 2022.
The organization is known internationally for its work with the UN, EU, Council of Europe and OSCE. The organization cooperates with the International Criminal Court to investigate crimes committed on the territory of Ukraine, performs public control over the authorities through the volunteer group of public observation “OZON”, promotes a number of international campaigns, and implements educational programs through the Kyiv School for Human Rights and Democracy.
The work will include the following tasks:
- Research on EU and Ukrainian legislation related to fundamental rights: analysis of Ukrainian legislation, identification of gaps and shortcomings, and preparation of recommendations for changes
- Preparation of draft laws on the adaptation of legislation to EU norms in the field of fundamental rights
- Monitoring of draft laws related to the adaptation of legislation to EU norms in the field of fundamental rights
- Coordinating the work of experts to prepare conclusions on draft laws and their compliance with EU human rights standards, amendments to draft laws, and analytical materials related to Ukraine’s integration into the EU
- Advocacy at the national and international levels on the issues of observance of fundamental rights in the process of adaptation of Ukrainian legislation to the EU norms
Qualifications
Mandatory minimum requirements:
- Master’s or specialist’s degree in law or other relevant education
- At least 5 years of work experience in legal and/or advocacy field
- Fluency in oral and written English at a level not lower than C1, ability to draft legal texts in English
- Advanced knowledge of EU law in the context of fundamental rights
- Skills in basic computer programs and understanding and knowledge of information security issues
- Knowledge of human rights issues in Ukraine and the need for legislative changes
- Ability to organize and conduct expert discussions on human rights
- Ability to prepare analytical materials
- Experience in organizing and implementing advocacy campaigns
Requirements that will give preference:
- Work experience in public authorities dealing with fundamental rights issues
- Education or work at universities in the EU or Ukraine
- Work experience in human rights organizations
- Work experience in international projects
- Work experience in EU institutions
- Conducting research on the compliance of Ukrainian legislation with EU law in the context of fundamental rights
- Preparation of reports on the observance of human rights in Ukraine
- Experience in implementing advocacy projects at the international level
When submitting documents for the tender, please identify your areas of competence in the field of human rights observance and implementation, for example:
1. Human rights in the context of criminal justice;
2. Civil rights and freedoms: freedom of association, peaceful assembly, freedom of religion, freedom of speech
3. The right to life
4. Freedom from torture and ill-treatment
5. Social and economic rights
6. The right to a fair trial
7. Protection of personal data and privacy
8. Prohibition of discrimination
9. Protection of certain vulnerable groups: migrants, refugees, national minorities, etc.
Applications will be accepted until February 26, 2024, after which the commission will review the submitted proposals.
The relevant candidates will be interviewed, and the candidates for the position will be selected based on the results of the interview.
The position will be full-time at the organization’s office in Kyiv. Remote work is not allowed.
