How will the law on internally displaced persons work
The Verkhovna Rada adopted the law on October 20 on internally displaced persons. Voted for him 249 deputies. The law is intended to help people who have been forced to leave their homes in the area ATO.
How will the law on the radio station “Voice of Capital” said the head of advocacy center of the Ukrainian Helsinki Human Rights Union Boris Zakharov, who participated in the drafting of the document.
How do you assess this law?
– I believe that this law is very important. Too bad that the Verkhovna Rada could not accept it within six months. The law regulates the social and economic rights of internally displaced persons. It is the right to housing – housing internally displaced persons is given for six months. And the right to education, to health care, employment simplified procedures … And most importantly, this law opens the way for foreign funds to help internally displaced people since it abolishes taxes and fees to charity, humanitarian, international assistance. And we know that both the UN and the European Commission, and many charities and international organizations willing to provide substantial funds for infrastructure of summer resorts, summer camps and non-residential premises to accommodate IDPs. Winter is coming, and tens of thousands of families still live on the premises,
What other highlights prescribed by this law?
– Many of Crimea, Lugansk and Donetsk regions would not want to put them in the passport Kiev or Lvov registration. Because when this residence permit, they will go to his “small home” – for things or to visit relatives – they are there to be a real problem. Therefore, according to our law, the second registration is placed in the “help IDPs,” which is issued for one day. And we have a lot of services tied to the registration. This opening of accounts and opening businesses, and all-all-all of us tied to the registration. A person who receives a residence permit in the certificate has the right to have all the rest of the citizens.
This is a very important point.
– Yes. The second important point – Western donors were waiting for the adoption of the law to be able to transmit quite substantial funds. Zhoze Manuel Barroso, in a letter to the president spoke of 25 million euros. Another of the larger amount of the United Nations said. And these funds will be really fast to convert summer resorts, change the infrastructure and accommodate immigrants. We will deal with the execution of the law monitoring. That is, if the law is not enforced, we will continue to put pressure on the authorities.
